    <content type="text">I wholeheartedly support this idea with my vote going towards option 2.

There's some conversation in the comments area of:
http://ideas.salesforce.com/article/show/64448/Increase_number_of_tabs_and_scontrols_for_EE_and_PE

that also suggests tabs that are part of appexchange downloads should be considered differently than those tabs created within the org for their sole use.  It's not unlike license manager users downloaded as part of an appexchange program not taking up a regular user license, but users needed for internally developed integrations do require a separate license.</content>
