This is hard to describe, but would be powerful - bear with me.
Similar to the Universal Picklist idea, I have seen customers try to create custom objects to hold universal picklist values.
However, there are some significant drawbacks to the custom object approach for this (non-standard indexing and performance considerations if lots of data, number of integration touchpoints, custom object records don't work with Translation Workbench unlike picklist values, etc.). The main reason I've seen them doing this from an end-user perspective is to all users to click that value's hyperlink and they can immediately see similar records that have that same value.
As a workaround, I have implemented custom links that pull a report along those lines, but a separate custom link needs be be created for each field with that approach, and needs to be added to each page layout, etc. It would be great to instead have picklist values have a hyperlink on the Detail Page, that automatically could jump to a list of those records with the matching value, but without the drawbacks of using custom objects instead.
