Use of "Permission Sets" rather than Profiles
There needs to be a way to make the assignment or permissions more granular than 1 profile per user. One thought would be to allow us to create "permission sets" and then provide the ability to assign multiple permission sets per user. This would allow us to create a set of permissions once and re-use it.
For example, on most projects implementing Salesforce.com, there will be multiple profiles differing only by a permission or 2. There might be a "Sales (Standard") one that gives the baseline sales functionality. Then the "Sales (Power User)" would have the same permissions + the ability to create public reports & views, convert leads, etc. I might have another one that differs only by the ability to Delete certain objects. Oftentimes, the result might be 5 different profiles to support a group. Then Phase 2 roles around and due to minor differences in what's needed, there might be 15 profiles. When you take field level security, page layout assignment, etc. into account, this gets complicated.
Bottom line is that a proliferation of profiles results.
I think it'd be great if we could package permissions into small sets. There could be different types of sets too. Types might include: "Application Permissions", "Object Permissions", "Field Level Security Permissions", etc. Each type would be independently assigned to users on the user page. A related list for each type of permission set would exist and you'd be able to give multiple permissions sets to a user. The user's permissions would be a union of all Permission Sets assigned to them.
Not sure if this is the best design or not, but the idea to make permissions more granular allowing you to incrementally increase someone's permissions would be a big help.

Territory Management: Add an "Add As Active Member" link beside user on the Territory page
With Territory Management enabled, the process of adding a user as an "active" member to a Territory is very cumbersome, especially with a large org.
In our org, a user that should be added as "active" member in a territory is oftentimes already an "inactive" member of the Territory (because they own an opportunity assigned to the territory but they aren't real members of it).
My suggestion is to add a "Add As Active Member" link beside all "inactive" users, so that I don't have to click the "Add Users" button, scroll through all hundreds of users whose name starts with e.g. 'M' and finally check off the checkmark and click Save. Having the link right next to the user would make it so much easier.

I would be nice to have an email alert sent when a user is locked out and needs to be reset.

Prizes / Rewards For IdeaExchange Ideas That Get Implemented!!
I think that Salesforce.com should reward its dedicated IdeaExchange users with prizes for ideas that:
A) Post Ideas that get more than a certain number of votes (say, 100 or more).
B) Post Ideas that get implemented in a future release.
C) Users that are consistently in the Top 10 Users in each category (Votes Received, Votes Cast, Ideas Submitted) within a given time period (month, quarter, year, etc.)
D) Users that are in the Top 10 Users with the Most Comments posted
Salesforce.com Leg Lamps anyone? :-D
Seriously, it would behoove Saleforce.com to show its appreciation for the helpful feedback that it receives from its user base in a tangible way. Implementing our ideas is great, but thats pretty much your duty as a responsible software company. Offering rewards for submitting good ideas will help the IdeaExchange to be even more successful.

Filter on Lookup
I would like to filter lookup view to restrict records return based on some condition.
Example: On opportunity screen, we have Accounts as lookup. When you click on lookup it displays all the types of accounts (Like OEM / Parent / Customer / Partner etc ...) I would like to filter this result set to show only "Parent" type. Condition may change based on the screen where lookup is implemented

Need a place to allow people to show what they've done. Code samples, away for users to show the rest of the community the cool things. This should be a place to share code samples, or other media links like jing by Screencast.
User Ranking
Have some type of way to identify trusted users. Those users that provided the best answers, their certification level.

Distributed Data Administration (Modify All Data) on an Object Level
In many organizations, an administrator needs to give out Modify All Data in order to distribute administration. But in the process, they may inadvertently give out too much access (literally, the keys to the kingdom). What if there was a capability to restrict Modify All Data to a subset of functionality. For instance, you might want to distribute Modify All Data but only to Opportunities or to a custom object like Time Off Requests. That way, a process owner like the Time Off Manager Application Administrator can perform common data administration related tasks like transfer, Edit/Unlock records in an approval process, or edit any records regardless of sharing settings without having to have access to ALL objects.

System Identification
This is the corner stone of the community to allow groups, topics to present them to you. The system needs to be aware of who you are, what skill levels (like the type of certifications you hold) and the type of user. However it also needs to have an area for your interest. --- In having such detail profiling will allow for pairing or matching of all types of different interest.

The ability to use a picklist value in a formula field without ISPICKVAL
Currently, it is not possible to use a picklist in a formula field just by inserting the merge field. Creating a text formula field, one would think that it is possible to display a value of picklist just by inserting the merge field into the formula. However, without using the ISPICKVAL function a picklist cannot be used in a formula field.
Please add the ability to use a picklist in a formula field without using the ISPICKVAL function.
