Salesforce as an E-Commerce
Is it possible to create an E-Commerce using Salesforce to work in a similar way to Hoovers so that customers could purchase data? I am not exactly sure how the customer portal works but can it be done this way?

Yes, you could build something like this using the Force.com Platform. You might even be able to do something creative with Salesforce-to-Salesforce to move the data around: http://blogs.salesforce.com/features/2007/10/salesforce-to-s.html |
